MHMR is a community mental health and mental retardation center for El Paso County, Texas is requesting written proposals from qualified respondents for the following services related to MHMR’s web presence. MHMR was established in 1967 as an outgrowth of the movement from institutional care to community-based services, making public, community-based mental health and mental retardation services available for the first time to the residents of El Paso and El Paso County.
